Part of a developer’s responsibilities prior to excavating on a green field site are the required archaeological investigations. They vary in site and scope, but very often require some level of vehicular or plant access on unmade/agricultural land.
It is often the very first ground disturbance on site, and if not managed properly and results in a mess, it can set a combative tone with local residence for the whole project. So it’s very well worth going to the trouble of ensuring any such accesses are done in as clean and orderly fashion as possible.
